During the fifth meeting of the Steering Committee of the Ukraine Investment Framework (UIF), additional EU-guaranteed funding was approved for the joint project between the Ministry of Health of Ukraine and the World Bank, “Strengthening the Health System and Saving Lives” (HEAL Ukraine).

According to the Ministry of Health, approximately 50 million euros will be allocated for the reconstruction of hospitals that have suffered significant damage from the war or are operating under increased pressure. The priority will be medical facilities serving internally displaced persons.

The ministry stated that the additional funding will cover the preparatory and construction phases of project implementation — including feasibility studies, environmental and social assessments, design and tender documentation, construction and installation work, technical supervision, and the procurement of modern medical and laboratory equipment.

The specific facilities to receive funding will be selected once the financing is fully confirmed.

The meeting also discussed the involvement of funds from the Czech Republic through the NRB under the Renovation and Modernization of Hospitals programme. These funds are expected to be used for upgrading hospital infrastructure, supplying medical equipment, and carrying out renovation works where necessary.

Ukraine’s Ministry of Health expressed gratitude to its international partners for their consistent support of Ukrainian healthcare — particularly for the financial aid that enables the restoration of damaged infrastructure and strengthens hospitals’ capacity to provide quality care during wartime.

As of October 1, 2025, the ministry reported that 2,489 facilities within 804 healthcare institutions have been damaged or completely destroyed by Russian attacks. Of these, 2,162 sustained partial damage, while 327 were entirely destroyed. The most affected regions are Donetsk, Kharkiv, Luhansk, Chernihiv, and Mykolaiv.
