The Ministry of Strategic Industries of Ukraine and the Better Regulation Delivery Office (BRDO) have signed a Memorandum of Cooperation on the development of the defense-industrial complex.

The parties formalized their joint intentions to improve state policy in the defense-industrial sector and develop the industry based on transparency, efficiency, and openness to innovation. In particular, the cooperation includes:

  • Analytical and legal expertise of regulatory acts in the defense-industrial complex;
  • Development of effective digital solutions for industry management;
  • Deregulation and creation of a favorable investment climate for the development of the defense-industrial complex;
  • Information support for initiatives aimed at increasing transparency and accountability in the sector;
  • Involvement of international partners in defense-industrial development projects.

A special focus of the cooperation will be strengthening the modernization of management processes within the responsibility of the Ministry of Strategic Industries.

“We are grateful to BRDO for its active involvement in supporting the Ukrainian defense industry, as well as for the trust and willingness to cooperate with the Ministry. Partnership with a leading analytical center will strengthen our institutional capacity with quality expertise, enable implementation of effective solutions, including digital ones, and facilitate access for our arms manufacturers to state programs in Ukrainian arms production. This memorandum is a roadmap for actions that we are starting to implement together,” said Anna Hvozdiyar, Deputy Minister of Strategic Industries of Ukraine.

“Two years ago, the BRDO team made a strategic decision to systematically apply our experience and competencies to solving problems in state defense policy. We called this approach Defence First and have been consistently implementing it together with partners. We are glad that six months of cooperation in policy formation in the defense-industrial complex has laid the foundation for moving to a deeper and more structured partnership with the Ministry of Strategic Industries,” said Oleksii Dorohan, Executive Director of BRDO.
