The Security Service of Ukraine has gathered evidence and expert conclusions regarding the Russian officers responsible for the airstrikes on Odessa on November 5, 2023.
During that attack, Russian forces targeted UNESCO World Heritage sites in the central part of the port city, damaging historical buildings such as the Potocki Palace and the Bofo House.
According to the investigation, the order for the attack was given by Russian Admiral Viktor Sokolov, commander of the Black Sea Fleet of the Russian Navy. His deputy, Vice-Admiral Arkadiy Romanov, planned the strike and issued orders to his subordinate, Colonel Oleksiy Shcherbakov, commander of the 15th separate coastal missile brigade of the Black Sea Fleet.
The attack was carried out using the 3M55 Oniks anti-ship missile.
Based on the collected evidence, the SSU has charged Sokolov, Romanov, and Shcherbakov with violations of the laws and customs of war under Ukrainian criminal law, as well as commanding such actions in conspiracy with others.
Efforts are ongoing to bring all Russian war criminals to justice. Every one of them will be found and held accountable.
The investigation was conducted under the supervision of the Office of the Prosecutor General.
