Ukraine received 36 points out of 100 in the Corruption Perceptions Index for the year 2023, ranking 104th out of 180 countries. The increase by three points is noted as one of the best results globally, according to the international organization Transparency International.

Andriy Borovik, the Executive Director of Transparency International Ukraine, acknowledged Ukraine's good result and progressive trend over the past decade. He emphasized that Ukraine has built an anti-corruption ecosystem from scratch, achieved real convictions for top-level corruption, but there is still much work to be done to catch up with EU countries' indicators.

 

 

However, Borovik also highlighted concerns, stating that if pressure on journalists and civil society continues, if the government interferes in various areas of public administration, and if corruption scandals related to defense persist, Ukraine could quickly lose its achievements.

 

 

Among neighboring EU member states, Hungary is the closest to Ukraine, ranking 76th with 42 points (similar to Moldova). Belarus, with one point more than Ukraine, is placed 98th in the corruption perception index. Russia, with 26 points, is ranked 141st out of 180 countries.

Denmark (90 points), Finland (87 points), New Zealand (85 points), and Norway (84 points) are the global leaders in the Corruption Perceptions Index. The lowest-ranking countries are Somalia (11 points), South Sudan, Venezuela, and Syria (13 points).
