On July 16, the Verkhovna Rada passed bills No. 11258 and No. 11259 in their entirety, which simplify the import of equipment for the energy sector and components for the production of mechanized demining machines.

This was reported by the State Customs Service.

As explained by the agency, the bills contain provisions that allow for the exemption from customs duties and VAT when importing energy equipment into Ukraine, including:

  • Electric generator equipment;
  • Equipment for wind and solar generation;
  • Batteries (excluding low-power batteries).

The list of goods that will also be exempt from customs payments upon import includes equipment for manufacturing counter-surveillance devices and for repairing mechanized demining machines.

"Tactical headphones for special military purposes, classified under subcategory 8518 30 00 90 according to the Ukrainian Commodity Classification for Foreign Economic Activity (UCCFEA)," are exempt from taxation.

The new benefits also apply to important defense equipment such as electronic warfare devices. Not only anti-drone rifles but also other "electronic means of detecting and countering unmanned aerial vehicles, classified under position 8543 according to the UCCFEA," will be imported into Ukraine for defense needs without customs payments.

Additionally, for the duration of martial law in Ukraine, goods imported for energy security, including those moved into Ukraine's customs territory via international mail and express shipments for free circulation and classified under the following UCCFEA codes, are exempt from customs payments: 8406 (except 8406 10 00 00), 8410 (only hydraulic turbines and their parts), 8483 40 21 00, 8502 20 40 90, 8502 20 60 90, 8502 20 80 90, 8411 (except turboprop and turbojet engines and their parts), 8501 64 00 00, 8504 40 84 00 (except inverter welding machines), 8504 40 88 00 (except inverter welding machines), 8504 40 90 00 (except inverter welding machines), 8507 60 00 00 (except energy storage systems with a capacity of less than 300 W AC and/or DC and individual lithium-ion cells with a capacity of less than 200 Ah), 8541 43 00 00, 8537 (except 8537 10 98 10), 8503 00 99 00 (only for wind energy generator installations).

The new laws also cover items such as electric generators, inverters, lithium-ion batteries and their charging stations, as well as solar panels for repair and/or replacement from damage and for expanding the capacity of existing solar power plants.
