Ukraine and Finland are launching an international Coalition of Civil Protection Shelters to support our country.

The respective statement was signed today, May 28, in Kyiv by the Prime Ministers of Ukraine and Finland, Denys Shmyhal and Petteri Orpo.

According to the Head of the Ukrainian Government, the creation of this initiative aims to coordinate partner efforts in shelter construction, ensure the exchange of best practices in this field, and establish funding mechanisms for building civil protection facilities.

The Prime Minister emphasized that one possible support tool could be the Ukraine Facility program initiated by the European Union.

As of today, Denys Shmyhal noted, Ukraine has over 62,000 shelters but needs more. Additionally, many facilities require modernization and upgrades.

“The government is already implementing a shelter development strategy. Our goal is to build 2,300 civil protection structures by 2027, and another 3,000 by 2030. We expect to attract around 14 billion euros in resources for shelter construction through the Coalition’s activities,” he stressed.

The Prime Minister of Ukraine called on the international community to join the Coalition and support the development of protective facilities in Ukraine.

“Thank you to the Government of Finland for their support and solidarity with the Ukrainian people, who are bravely fighting for their independence and freedom against the Russian aggressor,” said Denys Shmyhal.
