Ukraine received €100 million from the Council of Europe Development Bank to support internally displaced persons

Ukraine has received the second tranche from the Council of Europe Development Bank for the project supporting internally displaced persons (IDPs), totaling €100 million. The funds have already been credited to the general fund of the state budget.

As a result, in 2025 Ukraine has fully mobilized all €200 million allocated under this project. The resources will ensure uninterrupted financing of essential social benefits for IDPs, including housing, food, medical care, and education for children who were forced to leave their homes due to the war.

The “Support for Internally Displaced Persons (IDPs) in Ukraine” project aims to assist the adaptation of IDPs in new communities, guarantee access to necessary services, strengthen the local economy, and reduce social tension.

“When we talk about the €200 million project supporting internally displaced persons, it’s not just about the money. Behind these figures are real people and families—thousands who were forced to leave their homes and are now receiving temporary but vital support. The fact that we have fully mobilized these funds and they are already active in the state budget is not just a financial indicator. It demonstrates our joint ability to respond quickly and effectively to the most acute social challenges,” emphasized Deputy Minister of Finance Olga Zykova.

Over the past two years of cooperation with the Council of Europe Development Bank, Ukraine has secured nearly €430 million—around 80% of the total credit resources currently provided by the Bank to the country. These funds are directed toward social projects in healthcare, housing for citizens affected by the war, and support for internally displaced persons. Currently, the Bank’s development project portfolio in Ukraine includes five projects totaling €550 million
