The main priority of Ukraine’s Export Strategy through 2030, currently being developed by the Ministry of Economy, will be the development of production with high added value and the expansion of opportunities for Ukrainian exporters. This was announced by Taras Kachka, Deputy Minister of Economy of Ukraine and Ukraine’s Trade Representative, during the conference “Export in Wartime: Challenges and Opportunities.”
The new strategy focuses on implementing the “Made in Ukraine” policy, stimulating the processing industry, modernizing export support tools, and strengthening cooperation between the government and businesses.
“Ukraine’s Export Strategy is aimed at enhancing coordination among businesses, government, and civil institutions to create favorable conditions for export development. The state must fulfill a service function by providing support to producers and businesses both domestically and abroad. It is important for us to increase the production and export of Ukrainian goods and services with deeper processing and higher added value. That’s why the ‘Made in Ukraine’ policy has become a cornerstone in shaping the export strategy,” emphasized Taras Kachka.
Key objectives of the Strategy by 2030:
- Increase the volume of exports of goods and services to $77 billion annually;
- Raise the share of exports in GDP to 33%;
- Reduce the share of raw material exports to 59%.
For comparison: in 2024, exports brought about $51 billion in foreign exchange earnings into the economy. At the same time, the share of exports in GDP has decreased from 49% in 2014 to 25% in 2023. The high share of raw materials in exports remains a significant issue.
The strategy outlines three main directions:
- Strengthening the institutional capacity of the state in export support;
- Creating a favorable environment for export activity;
- Increasing production volumes in Ukraine.
To achieve these goals, new tools will be launched and existing support mechanisms improved, including:
- Launching a mechanism of government financial support for exports and improving existing financial instruments;
- Developing the Export Credit Agency (ECA), the Office for Entrepreneurship and Export Development, and creating an Export Development Fund;
- Enhancing the quality of trade and economic representation of Ukraine’s interests abroad;
- Expanding business access to educational, informational, and consulting services.
The implementation of the Strategy will take into account the needs of post-war recovery and Ukraine’s alignment with EU standards. It is expected to ensure the modernization of Ukraine’s export structure, increase the competitiveness of Ukrainian goods and services, and facilitate adaptation to the requirements of European markets.
The draft Strategy and operational action plan will soon be published on the website of the Ministry of Economy for public discussion.
