From December 1st, a new digital mechanism for importing humanitarian aid into Ukraine will be launched. Recipients will be able to submit the declaration online using the Automated Humanitarian Aid Registration System. Simultaneously, a transitional period will be in place allowing the submission of a paper declaration until April 1st of the following year. The form and content of the declaration remain the same in both mechanisms.

The electronic system will facilitate transparent accounting of humanitarian aid, streamline the import and distribution procedures, and prevent abuse during the import and use of humanitarian assistance.

Military guarantees, requests for delivery, and all other certificates are canceled. Reporting is also simplified - now the report can be generated in the digital system based on declarations, and most data will be automatically populated.

How to import humanitarian aid from December 1st? The process remains the same as before.

New digital method:

  1. Register or log in to the 'Automated Humanitarian Aid Registration System.'
  2. Fill out the declaration with a list of goods.
  3. The system will provide a unique code that must be communicated during customs clearance.
  4. Distribute the aid.
  5. Report on the targeted use online.

Paper method:

  1. Fill out a paper declaration according to the rules in effect since March 1, 2022.
  2. The use of this method is possible until April 1, 2024.
