Ukraine, with support from the World Bank, is launching its first float-glass production plant

Ukraine has taken a major step toward industrial recovery with the signing of an agreement between the International Finance Corporation (IFC, part of the World Bank Group) and NovaSklo of EFI Group to launch the country’s first high-tech float-glass production plant. The ceremony took place on 25 November in Kyiv with the participation of IFC’s Regional Director Ines Rocha and NovaSklo CEO Ihor Lisky.

Under the agreement, IFC — in partnership with Japan — will provide advisory and analytical support. The project, valued at around €250 million, is expected to be completed by 2028. Once operational, the new plant in Kyiv region will create more than 300 direct jobs and additional employment across logistics, supply chains and service industries.

Float glass is a key material for windows, façades, mirrors, automotive glass and solar panels. Ukraine currently imports hundreds of thousands of tonnes annually, making the market highly dependent on foreign supply. The new plant will localize production, support reconstruction projects and strengthen the domestic industrial base.

“This agreement is more than an investment. It is a signal of trust in the Ukrainian economy and its potential for recovery,” said Pavlo Kartashov, Deputy Minister of Economy, Environment and Agriculture.

NovaSklo is partnering with leading global companies:

  • Nippon Sheet Glass Group (NSG Group) will provide technological expertise;
  • HORN Glass Industries will supply specialized float-glass equipment.

According to IFC’s Ines Rocha, the project reflects Ukraine’s strong industrial potential and IFC’s commitment to supporting large-scale manufacturing initiatives.

The launch of float-glass production will help form new local supply chains, reduce import dependence and enhance the competitiveness and resilience of Ukraine’s construction materials sector.
