Ukrainian-German energy deals exceed €155 million

Ukraine and Germany have signed a series of agreements in the energy sector with a total portfolio value of more than €155 million.

First Deputy Prime Minister and Energy Minister Denys Shmyhal announced this on Telegram.

“We are deepening the partnership between Ukrainian and German businesses. We held the Ukrainian-German Business Forum under the leadership of Ukrainian President Volodymyr Zelensky and German Federal Chancellor Friedrich Merz,” Shmyhal said.

According to him, defence and energy were the main topics of discussion, including the current needs of Ukraine’s energy sector.

“Today, Ukraine urgently needs energy equipment to restore damaged facilities, strengthen energy security and prepare for winter: transformers, turbines, generators, high-voltage equipment, cables and other critical components. We are grateful to Germany for its practical and financial assistance,” Shmyhal said.

Commenting on Germany’s announcement of a €250 million contribution to the Ukraine Energy Support Fund, Shmyhal said:

“This is an important contribution that will help us prepare for the coming winter in the face of Russian attacks.”

At the same time, Shmyhal stressed the need to look ahead.

“Our goal is to build a modern, resilient energy system fully integrated into the EU. We encourage direct cooperation between Ukrainian and German companies, including agreements on the production and timely supply of critical equipment, technology transfer, and joint reconstruction and modernisation projects,” he said.

A total of 15 documents worth €8.5 billion were signed following the forum, Shmyhal said.

He stressed that Germany is one of Ukraine’s most important and reliable partners.

“We have strong cooperation in energy and the economy. German support has helped us restore damaged infrastructure and strengthen the resilience of our energy system,” Shmyhal said.

He thanked Merz, German Minister for Economic Affairs and Energy Katherina Reiche, the German government, German businesses and the German people for their support for Ukraine.

Shmyhal later reported that a number of important energy agreements had been signed following the Ukrainian-German Business Forum, with the total portfolio exceeding €155 million.

Ukraine’s Ministry of Energy and Germany’s Siemens Energy will cooperate on restoring, modernising and strengthening the resilience of Ukraine’s energy system. In particular, Shmyhal said the parties are considering the use of 12 Siemens Energy gas turbine units for distributed power generation.

Ukrenergo and two German electricity transmission system operators, 50Hertz and Amprion, have agreed to cooperate to accelerate Ukraine’s access to critical electrical equipment.

“We will use our partners’ capabilities to identify manufacturing capacity and coordinate efforts to find the earliest available production slots from international manufacturers of transformers, cables, switchgear and other essential equipment,” Shmyhal said.

Naftogaz and Siemens Energy will cooperate to strengthen the resilience and recovery of Ukraine’s energy system in three areas:

  • energy security and infrastructure protection, including facility protection, security audits, crisis management, cybersecurity and rapid recovery;
  • modernisation of underground gas storage facilities, including a project to supply five gas turbine compressor units to expand Ukraine’s capacity;
  • technical cooperation on electricity generation, including consideration of power generation based on Siemens Energy solutions and automated control systems.

Shmyhal thanked German businesses for their active engagement and readiness to deepen cooperation to modernise Ukraine’s energy sector and strengthen shared energy security.
