The United Nations (UN) lacks the tools or authority to compel the Russian Federation (RF) to adhere to international law. It can only continue to "hope and expect."

This was reported by UN General Assembly President Dennis Francis during a press conference in New York.

Francis noted that the UN operates based on shared values and beliefs, hoping that all members of the international organization will fulfill their commitments and respect the territorial integrity of other countries.

According to him, the UN continues to hope and expect that the RF will meet its obligations. However, he doubts that the organization has sufficient capabilities and authority to force a terrorist state to adhere to the UN Charter and international law.

Francis also highlighted that the General Assembly has adopted "a series of decisive resolutions" calling on the aggressor to comply with the law and withdraw its terrorists from Ukrainian territory.

"I personally added the word 'immediately' to the resolution. This Russian aggression is a gross violation of international law, and we cannot tolerate it," he emphasized.
