Vinnytsia region topped the ranking of regions by the number of participants in land auctions — on average, more than 21 participants compete per lot.

This was reported by the Minister of Agrarian Policy, Vitalii Koval.

Other regions in the ranking include:

  • Cherkasy region — 15 bids on average;
  • Ivano-Frankivsk region — 12.6 bids;
  • Kirovohrad and Chernihiv regions — 11 bids;
  • Volyn — 10.5 bids.

“Thanks to the diversity of lots by area, the auctions are attractive to agricultural producers of various scales. This is also confirmed by the structure of winners by the number of employees,” Koval wrote.

44.9% of the winners are enterprises with up to 5 employees, 39.5% — with up to 200 employees, and so on.

This approach is already yielding tangible results. As of June 2025, 529 sublease agreements have been signed, and over 39,000 hectares of state land have been leased for cultivation. The total amount of sublease payments under these agreements has exceeded UAH 848 million (including VAT).

"Demand, competition, fair pricing, and equal access — these are the four key components of how the state land sublease market operates in Ukraine today," Koval wrote.
