AgroTech Sectoral Strategy: This is an analysis of the sector and its opportunities, along with a vision for the potential development of the direction that will help digitalize, automate, and improve the efficiency of agriculture and the food industry. The strategy suggests considering the implementation of digital solutions, artificial intelligence, the Internet of Things, and robotic systems to optimize production and resources.

"Ukraine has significant potential in the AgroTech sector thanks to a unique combination of agricultural resources and advanced technologies. Using artificial intelligence, the Internet of Things, and autonomous systems will significantly enhance the efficiency of the agricultural sector. Our goal is to create conditions for scaling innovations and attracting investments in this strategically important direction. AgroTech is not only digitalization but also new opportunities for economic growth. All sectoral strategies are interconnected, and we see great benefits in this," said Valeria Ionan, Deputy Minister of Digital Transformation for European Integration.

AgroTech is a promising direction that will help Ukraine integrate technological solutions into strategically important sectors of the economy: agriculture, the food industry, bioenergy, and logistics.

Key opportunities offered by AgroTech include:

  • Strengthening positions in the global market: the development of technologies will allow moving from raw material exports to producing innovative products with high value.
  • Overcoming labor shortages: automation and robotization will compensate for the lack of human resources and ensure production stability.
  • Land restoration: drones for monitoring and robotic systems will assist in demining and improving agricultural land productivity.
  • Climate change resilience: the use of modern technologies and digital water management will help reduce the impact of climate and increase yields.
  • Livestock modernization: the use of AgroTech technologies for the production of plant-based alternatives to meat products.

"70% of Ukraine's AgriTech is focused on foreign markets. This creates enormous opportunities for international cooperation and allows Ukrainian agrotechnology companies to offer their solutions globally. Innovative solutions provided by the IT industry to Ukraine's agricultural sector are already enhancing its competitiveness. Therefore, the creation of the AgroTech development strategy in Ukraine is a comprehensive strengthening of the IT industry's positions in both domestic and international markets," said Maria Shevchuk, Executive Director of IT Ukraine Association.

To realize these opportunities, it's important to launch a number of innovative projects that will help test new technologies in practice and integrate them into the real economy sector.

To implement the sectoral strategy, it is necessary to create the appropriate ecosystem to support technological innovations in agriculture, which includes:

  • Developing a legal framework for regulating autonomous equipment and innovative food technologies.
  • Investments in infrastructure and R&D—creating research centers and supporting technology parks.
  • Financial support for startups and businesses—grants, tax incentives, and public-private partnership programs.
  • Attracting international partners for integration into global agro-food value chains.

Potential pilot projects include:

  • WINWIN AgroTech Centre of Excellence: Implementing advanced technologies, supporting startups and research for modernizing the agricultural and food sectors, attracting investments and partnerships.
  • Building AgroTech parks: Test zones for trialing new agricultural technology and solutions, promoting scaling successful solutions through collaboration between developers and farmers.
  • Deep processing of agricultural raw materials: Developing the domestic market, stabilizing prices, and attracting investments.

The AgroTech Sectoral Development Strategy was developed by an expert group at the Ministry of Digital Transformation of Ukraine in collaboration with the IT Ukraine Association, with support from the Good Governance Fund "Innovative Ecosystem," funded by UK International Development.
