The Ukrainian government has approved the WINWIN Innovation Digital Development Strategy for 2030. This strategy defines Ukraine's vision as an innovation-driven country and outlines key areas, principles, objectives, and tasks for state policy in the field of digital innovation development.
The strategy proposes a framework to create favorable conditions for businesses, startups, researchers, investors, and international partners in the innovation sector, which is crucial for Ukraine's sovereignty, territorial integrity, economic development, and post-war recovery. By implementing this strategy, Ukraine aims to achieve an economic leap by creating innovative products, goods, and services, positioning itself as a regional leader in innovation within the European Union.
Vice Prime Minister for Innovation, Education, Science, and Technology, Mykhailo Fedorov, emphasized that
"Technologies and innovation are our key to victory and economic growth, which in turn offers opportunities to improve the quality of life. The WINWIN Strategy provides a comprehensive vision and concrete steps to strengthen the innovation ecosystem in Ukraine, regulate effectively, and open new markets."
The document prioritizes areas such as DefenseTech, MedTech, EdTech, Agritech, AI, and semiconductors, enabling Ukrainian entrepreneurs to create value-added innovative products. This, in turn, will help Ukraine overcome the internal challenges posed by war, restore the quality of life, and build the most convenient digital state in the world.
The WINWIN 2030 Strategy focuses on strengthening the following core areas:
- Opening markets in priority sectors
- Building and supporting innovation infrastructure
- Deregulating innovation activities
- Access to funding
- Human capital development
- Effective management of government agencies in the innovation sector
- Intellectual property protection
- Development of knowledge-intensive innovations
- Creating inclusive innovations
- International cooperation
- Establishing WINWIN Centres of Excellence (CoE) for each priority sector (listed below).
"Innovation allows education to make a significant leap forward. Approaches, tools, and learning methods are changing. Consequently, the quality of education is also evolving. It is important that innovative solutions are not isolated to education alone but encompass other sectors, primarily the economy and defense. For this, a systemic approach in our policies is essential at the state level. The WINWIN Digital Innovation Strategy reaffirms this approach," emphasized Oleksandr Lisovyi, Minister of Education and Science of Ukraine.

"Innovation is the combination of global experience, strategic planning, and national potential, helping to address key tasks: strengthening defense, rebuilding infrastructure, developing education, attracting investments, creating jobs, opening new markets, and technology transfer. We aim for Ukraine to become a country where innovation is the foundation of economic growth and high quality of life by 2030. The WINWIN Digital Innovation Strategy aims to enhance our innovation potential, strengthen the digital economy, and establish Ukraine as a global center for innovation and technology," noted Valeria Ionan, Deputy Minister of Digital Transformation for European Integration.

The digital innovation development strategy up to 2030 was created by the Ministry of Digital Transformation of Ukraine in collaboration with the Ministry of Education and Science of Ukraine and the Office of Effective Regulation BRDO, with the support of the USAID "Cybersecurity of Critical Infrastructure in Ukraine" project.
