President of Ukraine Volodymyr Zelensky has signed the bill on mobilization, according to the website of the Verkhovna Rada.

The bill was sent to the President for signature on the morning of April 16, and Zelensky signed it at 15:43 the same day.

According to the regulations, the law will come into force one month after the President signs it.

The Verkhovna Rada approved the corresponding bill in the second reading on April 11. However, the provision on demobilization was excluded from this document.

What the mobilization law entails:

Instead of conscription, basic military service of 5 months during peacetime and 3 months during wartime will be introduced. Ukrainians under the age of 24 will be able to choose the year and period of their basic service.

Basic military training will also be introduced as part of the curriculum in educational institutions from 2025, conducted in all types of higher education institutions.

To update data, citizens will not need to go to the Territorial Centers for Compulsory Military Service (TCCMS). They can do it online in their personal account or at the Administrative Services Centers (ASCs). Citizens who are on military registration will be able to voluntarily create a personal electronic account for draftees, conscripts, or reservists.

Will there be demobilization?

The law retains the provision for the right to demobilization for people with disabilities, as well as demobilization due to release from captivity (if the serviceman does not express a desire to continue service).

Those recognized as having limited fitness will need to undergo a re-examination by the Military Medical Commission.

Servicemen who sign their first contract will be entitled to a 50% compensation of the initial payment for a mortgage-secured loan.

Those who received a disability status of II - III after February 24, 2022 (except servicemen), must undergo a re-examination to determine their fitness for service.

Services abroad for men:

Regarding consular services abroad, personal data in the TCCMS must be updated within 60 days. This can be done remotely by email, phone, or through the e-cabinet.

Restrictions on the right to drive for evaders of military service. However, there are exceptions.

Document verification by TCCMS representatives:

During document verification, authorized representatives of TCCMS or police officers will carry out photo and video recording of the process of presenting and verifying documents using technical devices and means of photo and video recording.

It is necessary to have a military registration document with you and present it upon request of a TCCMS representative, police officer, or State Border Guard Service officer. All citizens aged 18 to 60 who are on registration (or removed from it) will need it during mobilization.
