To facilitate the rapid implementation of positive changes within the military, Ukraine has established and launched a system for collecting and analyzing real combat experience. The system, called the CEE Portal (Combat Experience Evaluation), enables the adaptation of tactics, training programs, and the modernization of weaponry in response to new challenges on the battlefield.

Deputy Minister of Defense of Ukraine Valerii Churkin announced this during his speech at the conference "Lessons Learned in a Dynamic Defense Environment – 2025: How Combat Experience Changes the Approach to War."

He emphasized that the primary advantage of a modern army lies not only in advanced weaponry but also in its ability to learn quickly and implement new approaches to warfare.

"We have already created an effective mechanism for collecting combat experience and applying it within the military, allowing us to rapidly adapt to new threats and develop cutting-edge battle tactics. Now, it is essential not only to continue this process but also to expand its capabilities," he added.

During the conference, organized by the Center for Advanced Experience 'Boryviter' in collaboration with the Ministry of Defense and the General Staff of the Armed Forces of Ukraine, participants discussed steps to further integrate combat experience into military planning.

Ukraine is working on deepening cooperation with international partners, which will allow the implementation of the best global military practices.
