Journalists of the FreeDom project found out who is stealing the money that Russia allocates to provide for its soldiers.

It turns out that commanders on the ground falsify data on the conduct of combat missions. They draw on paper the number of personnel to receive additional combat payments for fictional fighters.

The commanders take the money for each soldier who allegedly took part in the offensive into their pockets. As political scientist Oleg Lesnoy says, this scheme is the basis of the Russian army.

Journalists note that the scheme falsifying personnel data is far from the only thieves' method in the Russian army, which local commanders practice.
