+5 New services for entrepreneurs are being tested in Diia
Ukrainians can now pay taxes without overpayments, quickly hire employees, or register a cash register without visiting the tax office. The Ministry of Digital Transformation and Ukraine's Vice Prime Minister for Innovations, Education, Science, and Technology, Mykhailo Fedorov, have launched a beta test of new services in the e-Entrepreneur service, enabling individuals to start or scale their businesses.
"Today, Ukraine demonstrates how digital innovations can contribute to economic growth and resilience even under the most challenging conditions. By helping develop the integrated e-Entrepreneur service through the EU4DigitalUA and DT4UA projects, the European Union is facilitating the lives of entrepreneurs in Ukraine. This is crucial, as entrepreneurs are the foundation of the country's economic recovery. This knowledge-based solution marks an important milestone on the path to security, efficiency, and transparency in business administration in Ukraine," noted Remi Duflot, Deputy Head of the EU Delegation to Ukraine.
The services can be accessed on the Diia portal in 20 minutes, without leaving home. Previously, starting a business required visiting government institutions and gathering permits, a process that took about a month and a half.
"Ukrainian businesses play a key role in the country’s development. As a government, we are doing everything possible to simplify the lives of entrepreneurs—removing unnecessary bureaucracy, providing incentives for growth, and creating the best conditions for scaling. This principle is the foundation of the comprehensive e-Entrepreneur service on the Diia portal. It represents another revolution in public services, allowing individuals to focus on business development rather than queues or paperwork. Opening or scaling a business can now be done with a single application in just a few minutes instead of 1.5 months of running around government offices," said Mykhailo Fedorov.
At the large event "Country of e-Entrepreneurs," held on November 5 in Kyiv, the following services were presented:
- Unified Account for Tax Payments: Sole proprietors can pay taxes without fear of entering incorrect details and avoid overpayments.
- Notification of Employee Acceptance: Individuals can arrange employment contracts and hire staff from home or the office—simply fill out a statement and certify it with a digital signature.
- Registration of RRO and PRRO: Previously, entrepreneurs had to visit the tax office to register a cash register. Now, it’s just a few taps in Diia, and it's done!
- Opening a Bank Account: Sole proprietors can open accounts with partner banks directly through Diia.
- Submission of Form 20-OPP: Sole proprietors can submit notifications about taxable facilities electronically without visiting the tax inspection.
"This service was developed with the needs of Ukrainian entrepreneurs in mind. What truly makes the Ukrainian e-Entrepreneur unique is its scalability. The same technology can easily be applied to various life or business events, whether it's starting a business, managing personal legal matters, or performing complex administrative tasks. This technology can extend to other areas and meet any life or business needs. It is a tool that can serve not only entrepreneurs but every citizen of Ukraine," emphasized Ingrid Toonekurg, a board member of the Academy of E-Governance.
The event also featured a discussion on the peculiarities of doing business during wartime and government support for entrepreneurs. Participants included Andriy Remizov, Director of the Office for Entrepreneurship and Export Development; Iryna Zabolotna, Head of the Diia Implementation Team; Andriy Piskun, Head of the E-Services Department, DT4UA Project, Academy of E-Governance; and Oleg Kyi, Head of Transactional Products and Clients at PrivatBank. The moderator was Valeriia Koval, Deputy Director of the Directorate for Electronic Service Development at the Ministry of Digital Transformation.
