Russia is considering options for strikes on substations that supply Ukraine’s nuclear power plants.
This was reported by the Main Intelligence Directorate of the Ministry of Defense of Ukraine.
“To force Ukraine to accept unacceptable capitulation demands for ending the war, the aggressor state Russia is considering attacking strategic energy system facilities in our country—specifically, power transmission substations that ensure the operation of Ukrainian nuclear power plants,” the intelligence report states.
The Main Intelligence Directorate noted that, as part of its pressure campaign, Moscow also plans to intensify intimidation of European and Western countries in general, aiming to restrain support for Ukraine, including its ability to repel Russian terrorist air strikes on critical energy infrastructure.
“By destroying or disabling these substations, Moscow intends to disconnect the nuclear power units from Ukraine’s unified energy system, leaving civilian Ukrainians completely without electricity and heat,” the intelligence service emphasized.
As of mid-January 2025, Russia conducted reconnaissance of ten relevant critical energy infrastructure facilities across nine regions of Ukraine.
“The Kremlin’s intentions to attack substations in order to hybridly destroy nuclear generation in Ukraine once again demonstrate the genocidal nature of Russia’s war against Ukraine,” the Main Intelligence Directorate stressed.
