European Commission: The reparations loan for Ukraine should be implemented by the end of the year

Security guarantees and a reparations loan for Ukraine are part of the new roadmap for EU defence preparedness.

This was stated by European Commissioner for Defence and Space Andrius Kubilius and the EU High Representative for Foreign Affairs and Security Policy Kaja Kallas at a press conference in Brussels, where they presented the roadmap of European defence preparedness up to 2030 to journalists.

“The roadmap includes a very important promise: the reparations loan for Ukraine must be implemented by the end of 2025,” said Commissioner Kubilius.

He noted that Ukraine is already ready to help the EU with its know‑how and combat‑tested experience.

“We are together building a European defence dome,” the commissioner said.

Kaja Kallas, in turn, emphasized that Ukraine is “the first line of defence of Europe.”

“That is why security guarantees for Ukraine are also part of the roadmap. The strongest guarantee of security is a strong Ukraine and a defence industry, as well as a strong Ukrainian army,” the High Representative said.

Among the stages set out in the roadmap is the creation of a Drone Alliance with Ukraine by the beginning of next year, she added.

Kallas stressed that Ukraine has world‑class means of drone defence, so the EU should use its combat experience and innovations in building its own counter‑drone system.
