Foreigners who voluntarily serve in the Armed Forces of Ukraine are fully protected by the state under Ukrainian law.
Each foreigner who decides to sign a military service contract (for a term of 3–5 years) acquires the status of a servicemember and gains rights related to financial support and a range of social guarantees.
Financial support and social protection
Foreign volunteers receive financial support at the same level as Ukrainian servicemembers. This includes base pay as well as all additional allowances provided by law for service under martial law conditions. Thus, the financial support for foreign servicemembers fully corresponds to that of Ukrainian soldiers.
In addition, all other forms of support for foreigners (clothing, food, and weaponry) are provided according to established norms for all military personnel. Foreigners are also entitled to vacation on the same general basis as Ukrainian soldiers.
Career growth and recognition of experience
The law provides opportunities for career advancement for foreign servicemembers:
- Officer positions: According to Law No. 4019-IX, foreigners are eligible to hold officer positions if they have the necessary military education and experience.
- Rank recognition: Military ranks obtained by foreigners in their home country are verified and may be recognized in the Ukrainian Armed Forces according to established procedures.
- Training: If a foreigner lacks prior military experience, they are assigned to training centers and military units to acquire the necessary military occupational specialty after joining the service.
Path to citizenship
Contract service in the Ukrainian military opens an important opportunity for foreigners—the possibility of obtaining Ukrainian citizenship. It provides the legal right to immigrate and obtain permanent residence, which is the first step toward integration.
This right also extends to the servicemember’s family members: spouses and minor children are entitled to immigrate and legalize their residence in Ukraine alongside the foreign soldier.
Subsequently, after meeting all conditions established by the Law of Ukraine “On Citizenship of Ukraine,” the foreign servicemember and their family members can use a simplified procedure to obtain Ukrainian citizenship. This serves as state recognition of their contribution to Ukraine’s independence and territorial integrity.
