Russia has changed its tactics in attacking Ukraine's energy system. In order to cause maximum damage, the Russian forces have started using cluster munitions for strikes.

This was stated by the Minister of Energy of Ukraine, Herman Halushchenko, during a television marathon.

'The tactics of these strikes have changed, the weapons have changed. They are now using, as a rule, weapons with cluster munitions to cause maximum damage to the energy system. But today, the system is balanced,' said Halushchenko.

He emphasized that 2024 was the most difficult year for Ukraine's energy system compared to 2023 and 2022. According to him, the Russian forces carried out 13 massive attacks from March to December, and in addition, attacked the energy sector every night throughout the year.

In the past month, Russia has carried out four massive attacks on the energy system, using all types of weapons. However, as the minister noted, Ukraine 'is withstanding the blow,' and citizens could notice this, particularly during the New Year holidays. The energy system is currently operating.

'Thanks to the repair campaign, we managed to restore a certain amount of the nine gigawatts lost. I won't give numbers, but the key point is that today the system is balanced,' noted Halushchenko.

Exporting electricity surpluses is only possible and exclusively in the absence of any shortages or restrictions within the country.

'If we have a deficit, even of 1 kilowatt, no kilowatt will be directed for export. In other words, in the presence of a deficit, which is the result of Russian strikes on the energy sector, there can be no talk of exporting electricity from Ukraine,' stated the minister.

Export is only possible during periods of surplus, which may occur during hours of minimal consumption.

During peak consumption hours, to meet the needs of Ukrainian consumers, Ukraine imports additional electricity from neighboring EU countries.
