In November 2023, Ukraine received approximately $2 billion in external financing for the state budget, according to the Ministry of Finance. Donors in November 2023 included:

  • European Union: $1.6 billion
  • UK Guarantee through the World Bank mechanism: $400 million
  • World Bank: $5 million

The funds from the European Union represent the tenth tranche within the framework of the extensive Macro-Financial Assistance for the year 2023. The total financing under the program amounts to 18 billion euros, of which Ukraine has already received 16.5 billion euros.

The credit repayment period is 35 years, and interest and other debt servicing payments will be compensated by EU countries instead of Ukraine. These funds are provided on preferential terms and are directed towards financing priority expenditures of the state budget, including social protection, humanitarian needs, and the remuneration of employees in the education and healthcare sectors.

The UK Guarantee is part of the fifth additional financing under the World Bank project "Public Expenditure and Accountability for Comprehensive Governance Enhancement in Ukraine" (PEACE in Ukraine).

The repayment term for this credit is 19 years with a 5-year grace period. The total amount of financial assistance under the UK Guarantee in the current year reaches $1 billion USD.

The financing from the World Bank is an IBRD loan within the framework of the project "Strengthening the Health System and Saving Lives" (HEAL Ukraine). As part of the joint project with the IBRD, approximately $50 million USD has already been mobilized in 2023.
