Katarina Mathernova: Ukraine remains on track for EU accession

Ukraine remains among four leading countries with realistic prospects of joining the European Union. Despite Russia's aggression, the country has experienced no reversal of reforms, while progress has been recorded across a number of negotiating chapters. This was stated by Katarína Mathernová, the European Union Ambassador to Ukraine, during the 5th EU Accession Exchange Forum.

The diplomat noted that the European Commission's report on Ukraine, as part of the EU Enlargement Package 2026, would be published later in the day, but she was able to share several key findings.

"First, despite Russia's brutal aggression and the escalation we witness every day, particularly since the summer and here in the capital, Ukraine remains among the four countries with realistic prospects of joining the EU," Mathernová said.

According to the ambassador, the four countries are Ukraine, Moldova, Albania and Montenegro.

The second important finding of the European Commission's report, Mathernová explained, is the absence of any backsliding on reforms.

Although the level of progress varies across negotiating chapters, ranging from substantial to limited, improvements have been recorded in every area, the EU ambassador noted.

She also emphasised that the report assesses not only developments over the past 12 months but also the country's overall level of preparedness for EU membership.

In several negotiating chapters, particularly those covering fundamental areas, the European Commission recognises Ukraine's cumulative progress.

"These are achievements not only since Ukraine submitted its application for EU membership on 28 February 2022, but also over the past 12 years of reforms following the Maidan Revolution," the diplomat explained.

Mathernová identified a third important point: the formal recognition that EU accession requires an effort by society as a whole, rather than solely by the government or executive authorities.

According to her, civil society, independent institutions, the free press, the judiciary and national communities all play an essential role in the process.

The 5th EU Accession Exchange Forum is a key expert platform for EU candidate countries. Its purpose is to facilitate the exchange of experience gained during accession negotiations and develop recommendations to improve the effectiveness of EU enlargement.
