Deputy Head of the Office of President Kyrylo Tymoshenko held meetings with the ambassadors of Germany, the Czech Republic and Japan regarding their states' participation in the reconstruction of Ukraine and implementing the Fast Recovery plan.

Kyrylo Tymoshenko presented a plan for rapid recovery to foreign diplomats.

During a conversation with the Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany to Ukraine, Anka Feldhusen reminded, among other things, that all information about objects that were damaged by the full-scale invasion of Russia and require restoration or reconstruction is contained on a special online platform. Data on the area and degree of damage, as well as photos of objects (private houses, social and infrastructure objects), are entered there.

The deputy head of the Office of the Head of State also said that they are developing a methodology for calculating the estimated cost of rebuilding each object in cooperation with the World Bank.

In the future, it is planned to add information about the dates of the start and expected completion of construction works, the course of restoration, and the countries that took patronage over this or that object.

"This will be good for understanding what is happening with each object in Ukraine," stated Kyrylo Tymoshenko.

As the deputy head of the President's Office emphasized, the approach to rebuilding the country consists of two parts: post-war reconstruction and the Fast Recovery plan - the restoration of facilities needed as a priority so that citizens can return to Ukraine. In particular, we are talking about private and apartment buildings, schools, kindergartens, medical institutions, water and electricity supply networks, etc.

Kyrylo Tymoshenko added that a number of countries have already volunteered to take over specific regions and projects for reconstruction.

The deputy head of the Office of the Head of State also talked about a separate project within the Fast Recovery plan, which involves the construction of apartment buildings, in which housing will be provided to internally displaced persons.

"This is construction in relatively safe regions of Ukraine: Kyiv, Dnipropetrovsk, Vinnytsia, Chernivtsi, etc. A total of 16 regions. That is, the construction of not only modular, but also multi-apartment buildings for people who moved from temporarily occupied territories. It should be comfortable housing with a school and parking lots nearby," Kyrylo Tymoshenko noted.

According to him, building such houses will take only five to six months and will be relatively inexpensive - about USD 700 per sq. m for a furnished apartment.

"Temporarily displaced persons will be able to live in these apartments until their regions are de-occupied. And when they return to their own homes, these apartments will be handed over to Ukrainian military, law enforcement officers and doctors who need housing," said the deputy head of the President's Office.

Corresponding sites with related communications have already been chosen, so the construction can start at least tomorrow, Kyrylo Tymoshenko added.

He suggested that Germany, in particular, join this project.

Ambassador Anka Feldhusen, for her part, assured that Germany is ready to support Ukraine in the implementation of the specified plans and projects, because her country has a large number of specialists and technologies.

Radek Matula, Ambassador Extraordinary and Plenipotentiary of the Czech Republic to Ukraine, noted during the meeting with Kyril Tymoshenko that his country is considering the possibility of joining the reconstruction of the Dnipropetrovsk region and wants to get more information about the objects that need to be restored.

The deputy head of the Office of the Head of State reported that some areas in the Dnipropetrovsk region are still under fire from Russian troops, but there are also areas where it is relatively safe.

"There are a number of objects damaged as a result of bombings in the territory of Dnipropetrovsk region, where no fire is fired. We are giving you the Fast Recovery plan of the Dnipropetrovsk region so that you can see how many schools, kindergartens, private residential buildings, and other facilities need to be restored. You can find more up-to-date information about each object on our online platform, which is updated daily," said Kyrylo Tymoshenko.

The Czech ambassador noted that the Fast Recovery plan will help to understand how his country can help right now, before the onset of winter. In particular, it is about housing for internally displaced persons and providing educational institutions with school buses, computers and other equipment for learning.

Radek Matula also noted that the Czech Republic is developing a national plan for participation in the post-war reconstruction of Ukraine. In the coming weeks, a delegation from the Czech Republic, which will include ministers and members of parliament, will arrive in Ukraine to familiarize themselves with the needs.

Kyrylo Tymoshenko also offered the Czech delegation to visit the Dnipro and Dnipropetrovsk regions and inspect some objects that need restoration.

In addition, the deputy head of the President's Office had a video conference with the Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Kuninori Matsuda, to whom he told about the algorithm for the implementation of the regional rapid recovery plan based on the example of the Sumy region.

"We are interested in cooperation with your country as a major partner of Ukraine. Japan can take a certain region, and in this region, you will be able to attract the capabilities of your organizations, provinces of Japan, and your private companies to restore the infrastructure," Kyrylo Tymoshenko said.

He emphasized that Ukrainians returning to their homeland need adequate housing and the necessary infrastructure - schools, kindergartens, and medical institutions.

For his part, Kuninori Matsuda noted that his country could participate in the restoration of destroyed infrastructure at the level of the government and individual ministries.

The ambassador emphasized the importance of the work of Japanese public organizations that can provide humanitarian aid to affected settlements. Local authorities are also interested in participating in the restoration of damaged Ukrainian infrastructure.

Kuninori Matsuda emphasized that a separate role in the reconstruction of Ukraine can be played by business communities, which will be able to involve Japanese companies in relevant projects.
