In Ukraine, the entire logistics market, including Ukrzaliznytsia, is facing huge problems due to the decrease in grain volumes.

This was stated by the advisor to the General Director of NIBULON and a member of the advisory board, Oleksiy Pavlenko, at the AGRO UKRAINE SUMMIT 2025 conference in Kyiv.

According to him, transshipment capacities in Ukraine are now twice as large as the total amount of grain.

“I’m not even talking about Mykolaiv being closed. When Mykolaiv opens — the situation will be even worse. We currently have transshipment tariffs lower than before the war. We handle $6 per ton. Such figures didn’t exist before the war because there simply was no grain. So, there is basically a struggle for grain,” Pavlenko emphasized.

He noted that this also affects other sectors. For example, the elevator business, “because it is operating almost at zero,” and the freight transportation market — both by road and by rail.

Pavlenko also asked Ukrzaliznytsia to introduce tenders for wagon rental not for a month, but at least for a season.

“Three to six months, and you will see that interest in these tenders will be much higher, and cooperation will be even closer,” Pavlenko said.
