+14 spots in a year — Ukraine rises in the global AI ranking

Ukraine is steadily moving toward global technological leadership. In just one year, the country rose 14 positions in the Government AI Readiness Index 2025 by the UK-based agency Oxford Insights.

Ukraine ranked 40th globally out of 195 countries and is among the top ten leaders in AI development in Eastern Europe. By certain indicators, the country already surpasses leading nations such as the USA and the UK:

  • 99.63% — a record level of digitalization of government services
  • 92.25% — compliance of legislation with international standards

A significant impact on technological development comes from the defense cluster, where digital solutions in artificial intelligence are actively integrated for defense needs.

This year has been a turning point for AI development in Ukraine. The WINWIN AI Center of Excellence was established, yielding measurable results.

In just nine months:

  • Diia.AI launched on the Diia portal — the world’s first national AI assistant for government services.
  • Work began on a Ukrainian large language model and the AI Factory infrastructure.
  • A sandbox for AI and blockchain product development was launched.
  • AI is already being integrated into Mriya, Diia, projects within the Ministry of Digital Transformation ecosystem, and other government processes.

Looking ahead, even more is planned: the AI Development Strategy until 2030 will be presented, an AI assistant will be launched in the Diia app, and a national language model will be introduced. Ukraine’s mission is to enter the top three global leaders in AI development and implementation in the public sector.
