British Intelligence: Russia escalates attacks on Ukraine’s critical infrastructure

In recent weeks, Russia has increased the intensity of airstrikes on Ukraine and has likely made critical infrastructure a priority.

This is reported in the British intelligence review released on Tuesday.

The report states that in September 2025, Russia launched approximately 5,500 drones at Ukraine, compared to 4,100 in August—likely “in an attempt to demonstrate supposed readiness to engage in substantive negotiations.”

British intelligence added that Russia is maintaining a high tempo of strikes, combining drone launches with missile attacks using its long-range bomber fleet.

“The combination of the newest missiles and mass drone deployments is intended to complicate the efforts of Ukrainian air defenses and increase the ‘survivability’ of Russian strike assets,” the review states.

It further notes that almost certainly, the primary targets of Russian attacks have been critical national infrastructure, including damage to Ukraine’s energy grid ahead of winter.

Also, Estonian intelligence reported that in the upcoming winter period, Russia is likely to intensify strikes on Ukraine’s critical energy infrastructure in an effort to cause maximum harm to the civilian population.
