Danish intelligence reported that Russia is conducting a "hybrid war" against NATO and called for measures to counter Russia’s escalating pressure.

According to the report, Russian ships in Danish waters have regularly transported weapons and tracked Danish Navy helicopters and vessels using radar systems, with one ship anchored in Danish territorial waters for over a week. The aim is intimidation and exerting pressure on Denmark regarding the control of the "shadow fleet" of tankers circumventing sanctions.

“Russia highly likely sees itself as being in conflict with the West, in which the hybrid means employed are kept below the threshold of armed conflict,” the report notes. “The DDIS assesses that Russia is currently conducting hybrid warfare against NATO and the West. It is highly likely that the hybrid threat from Russia against NATO will increase in the coming years.”

The report also notes recurring violations of the airspace of Poland, Finland, Romania, and Estonia, as well as the use of fighter jets to cover oil shipments from the Baltic.

In addition to military provocations, there is an increase in cyberattacks, electronic warfare interference, and unauthorized drone flights over European military facilities. Denmark assesses the risk of hybrid attacks as high, warning that Russia intends to continue testing NATO’s responses and escalating regional tensions, including possible sabotage of military or critical infrastructure
