The representative of the Main Directorate of Intelligence of the Ministry of Defense of Ukraine, Vadym Skibitskyi, said this on the air of the telethon of unified news.

"Russia's strategic goal of full occupation of our territory has not been achieved. Secondly, we clearly see and have information that both in the Russian Federation's legislative body, the government's, and other structures, all issues related to the possible integration of the temporarily occupied territories into the Russian Federation - in the political plan, economic and territorial. How it will happen, we will see closer to autumn. September 11 is the only voting day," said Vadym Skibitsky.

According to him, Russia's measures in the Donetsk, Kherson, and Luhansk regions testify to systematic preparation for the so-called referenda.

In addition, as the representative of the Ministry of Defense of Ukraine added, legislative initiatives are currently being prepared in Russia, which should simplify the procedure for obtaining citizenship concerning the integration or accession of the territory to the Russian Federation, etc.

Regarding general mobilization in the Russian Federation, Vadym Skibitsky noted that it can be announced when war is declared.

"Putin does not admit that he has not achieved his main goal of occupation in a short period, he continues the so-called "special military operation" and does not want to admit that this is a full-scale war. And not only on the territory of Luhansk and Donetsk regions, as he said, but this is a full-scale war against the Ukrainian state, against the Ukrainian people," concluded the representative of the military intelligence of Ukraine.
