The Kremlin regards Ukraine's retention of access to the Black Sea as a threat. Specifically, it is concerned about the risk of destabilization within Russia in case of a prolonged war. This information is reported by the press service of the Main Intelligence Directorate of the Ministry of Defense of Ukraine.

"The military-political leadership of the aggressor state uses these assessments to plan further military and special operations within the war against Ukraine," notes the intelligence report.

The Kremlin emphasizes the reduction of financial aid to Ukraine from its allies. Same time, Russia is troubled by the prospect of continued Western assistance next year.

"Moscow perceives the affirmation of Ukraine's pro-Western development path and the preservation of our country's access to the Black Sea as a threat that could lead to 'much bigger problems' in the future," adds the intelligence report.

The Kremlin characterizes the disgust and disdain for Russia in Ukrainian society as a particular danger. In particular, Moscow considers it critical that Russian-speaking Ukrainians have started transitioning to their native language.

"To 're-attract' former supporters of Russia among Ukrainians, Moscow 'strategists' emphasize the need to present a 'future image for Ukrainians under various scenarios of the special military operation," writes the intelligence, adding that the Kremlin does not specify details of the plans but is convinced of the necessity of "forceful purges and a radical change in the elite" in Ukraine.
