The Ministry of Defense of Ukraine held the conference “Depth of Security – 2025,” during which a framework concept for the development of underwater demining in Ukraine was developed.
This decision lays the foundation for the systematic development of underwater demining in Ukraine — a critically important field that must ensure the safety of maritime areas, the restoration of economic activity, and environmental protection amid the armed aggression of the Russian Federation.
Conference participants focused on creating an integrated system for clearing water areas and coastal territories. Specialized expert groups will work in the following areas:
- regulatory framework and standardization;
- methodologies and operational procedures;
- assessment, verification, and certification;
- training of diver-sappers;
- environmental protection and the handling of explosive hazards in aquatic environments.

The 2026 work plan defines the following key tasks:
- development of a national standard for demining water areas;
- preparation of a certification methodology for underwater demining equipment adapted to current conditions;
- conducting training programs at the UTTC training and testing complex, which will ensure systematic specialist training and the formation of a personnel reserve;
- creation of a registry of technical solutions for the water-area demining process.
Special attention was given to strengthening international partnerships. Among the priorities are the provision of expert and technical assistance to develop national capabilities and the expansion of diver-sapper training programs with the participation of international instructors.
The conference was attended by representatives of the Main Directorate of Mine Action, Civil Protection and Environmental Safety, security agencies, mine action experts, specialists from the Naval Forces of the Armed Forces of Ukraine, international partners, and relevant organizations.
