European Parliament: Georgia moving closer to Russia, away from EU alignment

A European Parliament report, based on European Commission data for 2025 and cited by SOVA, says Georgia is increasingly drifting away from the European Union’s integration path and showing weaker alignment with EU foreign and security policy.

According to the report, Georgia’s alignment with EU positions has declined significantly, falling from 53% in 2024 to 40% in 2025. MEPs expressed concern over what they described as a deterioration in Tbilisi’s commitment to European values and a growing shift toward Russian influence.

Lawmakers also criticized Georgian authorities for repeatedly failing to support international initiatives and resolutions in UN bodies, the Human Rights Council, and the Council of Europe that back Ukraine. Instead, the report claims, Georgia has strengthened ties with Moscow and contributed to the spread of Russian narratives aimed at deflecting responsibility for Russia’s war against Ukraine. It also notes that Georgia has largely avoided implementing EU sanctions against Russia, Belarus, and Iran.

MEPs warned that such a trajectory is incompatible with EU candidate status and called on the Georgian government to take immediate steps to close potential sanctions-evasion channels, improve customs controls, and ensure greater transparency in trade flows with the EU. They also urged the establishment of a monitoring mechanism to track shipments of aviation components and dual-use goods that could be transported to Russia via Georgian territory.

The report further raises concerns about Georgia’s energy infrastructure, particularly ports and terminals allegedly involved in the re-export or blending of Russian oil to circumvent sanctions. Special attention is given to the Kulevi oil terminal. The European Parliament is calling for an immediate halt to any Russian oil deliveries to Kulevi and warns that continued non-compliance could lead to the facility being included in future EU sanctions packages.
