Germany to fund Ukrainian projects DELTA, Army+ and Reserve+

The Ministry of Defense of Ukraine has signed an additional cooperation agreement with the German Federal Ministry of Defense on the digitalization of the defense sector for 2026–2028.

The Ministry of Defense press service reported the news.

The agreement provides financial support for key projects — DELTA, Army+, Reserve+, and other digital transformation initiatives of the Armed Forces of Ukraine.

“This agreement signals that support for the digitalization of the defense sector is increasing. Our allies are confirming that technology provides a significant advantage on the battlefield. We are grateful to our partners for their long-term involvement in the digitalization of the Armed Forces of Ukraine,” said Deputy Minister of Defense for Digital Development, Digital Transformation, and Digitalization Oksana Ferchuk.

The strategic partnership outlines the following key areas:

  • support for the development, testing, and technical maintenance of the Army+ and Reserve+ applications;
  • development of functions, scaling, and protection of the DELTA combat system infrastructure;
  • expansion of the digital ecosystem: digitalization of personnel, asset, and logistics management, the DOT-Chain Defence marketplace, the Armed Forces Medical Information System, and more;
  • strengthening cybersecurity, including expanding the Ministry of Defense Cyber Incident Response Center.
