The Cabinet of Ministers of Ukraine has made changes to the Procedure for the maintaining of the Unified State Electronic System in the Construction Sector (USESCS). From now on, the conclusion about the possibility or impossibility of placing on the land plot the production facilities of enterprises relocated (evacuated) from the war zone and objects for the temporary residence of internally displaced persons will be drawn exclusively using the Construction Activities Register. Also, inquiries will be created and submitted to the authorized body of urban planning and architecture to obtain the specified opinion through the accounts at the USESCS. The Government adopted the relevant draft resolution at its session today.

This was announced by the Minister for Communities and Territories Development of Ukraine Oleksii Chernyshov.

"The adopted decision will allow speeding up the process of relocation of enterprises evacuated from the combat zone, as well as placement of facilities for the temporary residence of internally displaced persons," said Oleksii Chernyshov.

The draft resolution "On Amendments to the Procedure for maintaining the Unified State Electronic System in the Construction Sector" provides for the following:

• drafting of requests to the authorized body of urban planning and architecture to obtain a conclusion on the possibility/impossibility of placing on the land plot the production capacities of enterprises displaced (evacuated) from the combat zone or objects for temporary residence of internally displaced persons through the accounts of the State Service for Geodesy, Cartography and Cadastre, its territorial bodies, local state, military, and military-civilian administrations, as well as executive bodies of rural, settlement, and city councils;

• drafting and issuing a conclusion on the possibility/impossibility of placing on the land plot the production facilities of enterprises displaced (evacuated) from the war zone or objects for the temporary residence of internally displaced persons, as well as the refusal to provide it through the account of an official of the authorized urban planning and architecture body;

• uploading by local state, military and military-civilian administrations through the account of the program of a comprehensive restoration of the region;

• uploading by the executive bodies of rural, settlement, and city councils through the account of the program of a comprehensive restoration of the territory of the territorial community (part thereof).

It should be noted that the draft act was developed by the Ministry for Communities and Territories Development to ensure the implementation of Law of Ukraine No. 2247-IX "On Amendments to Certain Legislative Acts of Ukraine Regarding the Peculiarities of Regulating Land Relations in Martial Law" and Law of Ukraine No. 2254-IX "On Amendments to Certain Laws of Ukraine Regarding Priority Measures for Reforming the Sphere of Urban Planning Activity".
