How the EU helps Ukraine build a digital state — Key results of EU4DigitalUA

Together with the European Union and the Foundation for the Internationalization of Public Administrations of Spain (FIAP), the EU4DigitalUA program has completed its implementation.

Over the past five years, the project has become a powerful driver of Ukraine’s digital transformation, helping to strengthen state institutions, develop Ukrainians’ digital skills, and increase the country’s overall level of digitalization.

The program’s results and achievements were discussed at the conference “EU4DigitalUA: 5 Years of Digital Change.” The event featured speeches by First Vice Prime Minister — Minister of Digital Transformation Mykhailo Fedorov and the Ministry of Digital Transformation team.

“We continue to build the most convenient digital state in the world. And this is possible thanks to our partners, because the strongest results come from cooperation. With the support of the European Union through the EU4DigitalUA project, together with FIAP, we have implemented dozens of initiatives that have made public services faster and more convenient for millions of Ukrainians — from the ‘Updated Informatics — IT Studios’ on the Diia.Education platform to the development of 5G. I am grateful to our partners for systematic support of digital solutions that improve people’s lives every day,” said Mykhailo Fedorov.

EU4DigitalUA has become one of the Ministry of Digital Transformation’s key partners on Ukraine’s path to European integration.

With the support of EU4DigitalUA, the following initiatives were also implemented:

  • Promotion of new digital services in Diia, such as Diia.Signature, uResidency, e-Entrepreneur, Diia.Engine;
  • Training of hundreds of civil servants through CDTO Campus;
  • Development of a new Personal Data Protection Law;
  • Creation of educational series for Ukrainians on Diia.Education;
  • Conducting 15+ national information campaigns reaching over 34 million citizens;
  • Support for three Diia Summits.

Thanks to EU4DigitalUA, we have strengthened state institutions, improved citizens’ digital skills, and increased trust in e-governance — all essential for building an open and secure digital state. Ukraine’s achievements demonstrate the power of partnership and how shared European values and standards can bring tangible benefits to citizens,” emphasized Asier Santillán Luzuriaga, Head of the ‘European Integration, Governance and Rule of Law, Civil Society’ Department at the EU Delegation to Ukraine.

The EU and international partners are thanked for their systematic support of Ukraine’s digitalization.

EU4DigitalUA is part of the European Union’s support for Ukraine and continues the work of the EGOV4UKRAINE project implemented from 2016–2021 under the U-LEAD with Europe program. With a budget of €20.5 million, EU4DigitalUA focuses on further development of digital governance infrastructure, state e-services, cybersecurity, and data protection. The project is funded by the European Union and jointly implemented by FIAP (Spain) and the e-Governance Academy (eGA, Estonia).
