In the first half of 2025, 6,653 businesses closed in Ukraine, marking a 19% increase compared to the same period last year.

This was reported by OpenDataBot.

Meanwhile, during the first six months of 2025, 18,277 new companies were registered in Ukraine.

“New business openings have stabilized — last year, nearly the same number of new businesses opened in the same timeframe. However, levels seen before the full-scale war have not yet been reached: in 2021, 1.6 times more legal entities were registered in six months,” the study notes.

The net increase stands at 11,624 companies — the lowest figure in the past five years.

It’s noted that 97 newly established companies ceased operations within less than six months. This is slightly more than last year’s 92 but significantly fewer than in 2021, when 264 such closures occurred.

According to the study, almost one-third of all new businesses opened in the capital — 5,830 companies. Next are Lviv region with 1,547 and Dnipropetrovsk region with 1,531 companies.

At the same time, these regions also lead in business closures. Kyiv tops the list with 717 closed companies, followed by Lviv region with 470 and Dnipropetrovsk region with 464 closures.

Wholesale trade is the most common field for new businesses in Ukraine — accounting for 15% of all registrations. In second place are non-governmental organizations, followed by real estate, IT, and agriculture. The fastest-growing sector, however, is IT — with a 48% year-over-year increase in new registrations.

At the same time, non-governmental organizations were also the most frequently closed type of entity this year — making up 11% of all company closures.

Meanwhile, public organizations were the most frequently closed this year, accounting for 11% of all business closures.
