Russian dictator Vladimir Putin ordered state corporations and oligarchs to create private military companies to step up armed aggression against Ukraine and "new stage" of the war.

According to him, Putin wants to start a "new phase of fighting" in October.
According to Grozev, the head of the Kremlin gave a special order to the oligarchs and state corporations, particularly Gazprom and Rosneft. They must create private military companies that will participate in the intensification of armed aggression.
Putin seems to attribute failures to corruption, incompetence in the army, and fraudulent wages that were not paid to mercenaries.
