Defence Intelligence: Russia uses infrastructure projects to advance its interests in Africa

Russian state corporations, including RZD and Rosatom, actively use infrastructure projects as part of Moscow’s “soft power” strategy to advance political interests in Africa.

This was reported by the press service of the Main Intelligence Directorate of the Ministry of Defense of Ukraine.

“Russian influence in Africa through infrastructure projects is a destabilizing factor that, under the guise of development aid, leads to dependency on Moscow. Russians use this approach globally,” said Main Intelligence Directorate representative Andriy Yusov.

According to military intelligence, the railway company RZD is considering projects in Burkina Faso, Ghana, and South Africa.

 

 

“In May, a concept was approved for developing the company’s humanitarian presence abroad until 2030. It includes funding Russian-language schools, specialized lyceums, and attracting foreign students through scholarships for studying in Russia,” the press service informed.

Main Intelligence Directorate highlighted a specific direction involving the creation of a joint Russian university in South Africa where students from across the continent will be able to study.

Meanwhile, Rosatom is advancing projects aimed at forming a technology elite loyal to the Kremlin.

“In addition to training personnel for nuclear power plants, there is the creation of a full national educational system serving Russian interests. In particular, opening branches of Russian universities near nuclear power plants in Egypt (Alexandria) is being considered as a long-term personnel influence measure,” the press service added.
