The Russian occupation administration of Crimea and the local branch of the FSB issued a "decision to establish a high (yellow) level of terrorist danger." According to the "document", a high threat level is established in the settlements of Armyansk, Dzhankoy, Kerch, Krasnoperekopsk, and Dzhankoy, Krasnoperekop, and Leninsk (Yedikuy) districts of Crimea. A similar threat level is announced at sub-departmental facilities of the "ministries" of transport, housing, and communal services, health care, fuel and energy, industrial policy, and the "committee" on water management and reclamation. The validity of measures is unlimited - until the decision to cancel is made.

The "decision" states that the units of the FSB of the Russian Federation operating in Crimea and the linear department of the Ministry of Internal Affairs of the Russian Federation on transport need to strengthen control over the movement of vehicles on the peninsula. Control over the movement of Russian citizens and foreigners and mandatory registration of temporary residence is being strengthened.

"MNS" units were ordered to conduct an audit of specialized equipment for "rescue operations". Local administrations must provide places for "temporary accommodation of people". The "ministry" of health care is entrusted with the obligation to prepare facilities for the provision of emergency care and medical evacuation.

Such "security measures" on the part of the occupiers are a sign of preparation for the start of the operation to liberate Crimea by the Ukrainian Defense Forces. It may also indicate the possibility of provocations by the Russian special services against the civilian population of the peninsula, with subsequent transfer of responsibility to Ukraine.
