Diia poised to make history as first Government-сreated Digital Platform to enter private sector and attract public investment

Ukraine’s Ministry of Digital Transformation has unveiled an ambitious vision for Diia, its flagship digital governance app: transforming it into a state-run digital marketplace, legally spinning it off into a standalone company, and ultimately preparing it for an Initial Public Offering (IPO).

The announcement was made by Mykhailo Fedorov, Vice Prime Minister for Innovation, Education, Science, and Technology — and Minister of Digital Transformation — during the recent DOU Day tech conference.

Starting in May 2025, Diia began its first steps toward monetization, with revenue generation expected in June. Plans are underway to legally separate the platform into an independent state-owned enterprise.

«Diia will evolve into a digital marketplace where businesses can launch services and use the platform’s infrastructure. We’re even considering selling company shares in the future, ” said Fedorov.

A key early monetization feature is document sharing. Thanks to Diia’s integration with Monobank, over 22,000 bank accounts were opened in just one day — all via digital identity verification through the app.

Fedorov noted that financial institutions are willing to pay for this type of seamless, secure user onboarding.

Looking ahead, the Ministry plans to launch a built-in AI assistant, modeled on ChatGPT, to help citizens:

  • Navigate public services
  • Locate nearby service centers (CNAPs)
  • Complete applications via natural language prompts

A beta version is expected by June 2025.

This would be a historic move for a digital public service platform. If successful, Diia could become one of the first government-created digital platforms to make the leap into the private sector and public investment, setting a new global precedent in GovTech innovation.
