Russian industry is showing a systemic decline in the production of civilian goods, affecting the food, light, metallurgical, and machine-building sectors.

Among 129 key product categories, an increasing number are in the negative zone. While their share was 66% in January–April, it rose to 73% over 7 months. It is expected to grow even further in the third quarter.

In the food sector, confectionery production fell by 5.1% over nine months, including a 4.3% drop in September. Sugar output decreased by 6.1%, to 2.7 million tons. Despite a 12.1% increase in cereal production in September due to the harvest, the nine-month figure remains down 6.9%. The bakery sector lost 3.1% (3.4 million tons), and the flour-milling sector declined by 5.6% (6.5 million tons).

Overall, the trend indicates that despite occasional short-term spikes, the decline in civilian production is becoming a sustained pattern, reflecting both structural economic problems and the reallocation of resources toward military needs.
