In August, Ukraine will begin its first tender for the procurement of domestically produced FPV drones on the Prozorro platform. These high-precision FPV drones utilize machine vision for target acquisition.
According to Anna Gvozdiar , Deputy Minister for Strategic Industries and Industrial Policy, the drones will be procured by the State Special Communications and Information Protection Service.
The tender will proceed in two stages. In the first stage, manufacturers must submit applications for participation in the framework agreement by August 12, 2024. This will be followed by a qualification selection process. A closed circle of participants will then be formed from those who qualify, and in the second stage, Prozorro will select the winner from these participants.
"Such tenders will be announced as long as there is a need within the Defense Forces. Additionally, manufacturers can join the framework agreement later. This procurement method is designed to keep data about our manufacturers private," Anna Gvozdiar wrote.
She noted that the tender will focus on "technical specifications and price." Hvozdyar hopes this system will expedite the state procurement process and ensure maximum transparency.
"Thanks to competition, the state will be able to purchase at the most advantageous price, and for Ukrainian manufacturers, it’s an opportunity to increase profits and scale up," commented Minister of Digital Transformation Mykhailo Fedorov.
