The financing was provided by the International Bank for Reconstruction and Development (IBRD) through the ADVANCE Ukraine Trust Fund, with financial support from the Government of Japan.
The THRIVE project is implemented under the Program-for-Results financing model, in which disbursements are directly linked to the achievement of defined Disbursement-Linked Indicators (DLIs). The latest $51.5 million tranche was made possible by meeting an indicator related to increasing the number of stroke cases treated in hospitals with high rates of thrombolysis.
The total value of the THRIVE programme is $1.2 billion, of which Ukraine has received $449 million to date.
The project’s main objective is to assist the Ukrainian government in addressing challenges related to the effectiveness of the Programme of Medical Guarantees. The initiative is aimed at improving the prioritisation of healthcare services, optimising the network of healthcare providers, introducing modern payment methods and strengthening the institutional capacity of the National Health Service of Ukraine (NHSU).
To achieve this objective, the project provides for ten key Disbursement-Linked Indicators (DLIs), including:
- Standardising the annual review of service packages under the Programme of Medical Guarantees and improving the reliability of data in the electronic healthcare system.
- Prioritising spending on primary healthcare by increasing the capitation rate and expanding cost-effective services, including treatment for arterial hypertension.
- Scaling up selective contracting of hospitals and increasing the concentration of inpatient services.
- Improving the use of strategic purchasing by increasing the share of hospital costs reimbursed on a per-capita basis.
- Expanding the use of solar energy in the healthcare sector.
- Strengthening the autonomy and governance of the NHSU by changing the organisation’s legal status and introducing new oversight mechanisms.
The Ministry of Health of Ukraine is the main implementing agency responsible for the project’s implementation, monitoring and evaluation.
The initiative will run until 30 March 2028.
