Today, Ukraine's Minister of Finance, Serhiy Marchenko, and the Extraordinary and Plenipotentiary Ambassador of Japan to Ukraine, Masashi Nakagome, signed an agreement in the form of an exchange of notes. It stipulates the provision of a loan to Ukraine of up to 471.9 billion Japanese yen (approximately $3 billion USD).
The funds are part of the G7's Extraordinary Revenue Acceleration for Ukraine (ERA) mechanism, with a total volume of around $50 billion USD.
The loan will be serviced and repaid from future revenues generated from frozen Russian sovereign assets.
The financing is provided for a period of 30 years. The funds will be directed to support priority budgetary needs and contribute to the reconstruction and development of Ukraine.
"Japan is a shining example of international solidarity, having become one of Ukraine’s leading partners during our struggle for freedom and dignity. The signing of today’s agreement will not only help meet our urgent budgetary needs but also serve as another confirmation of Japan's sincere commitment to the shared values that unite our countries. I would like to express my deep gratitude to the Government and people of Japan for this critically important support and for all the financial assistance we have received since the beginning of Russia's full-scale invasion," said Serhiy Marchenko.
He added that over the past three years, Japan has already provided budgetary support to Ukraine totaling more than $8.5 billion USD. These funds have been critically important for maintaining the country's economic and financial stability.
