The birth rate in Ukraine has been declining by approximately 7% annually since 2013, as reported by Ukrinform with reference to the Ministry of Health.

In 2023, an average of about 16,100 children were born each month, compared to a range of 21,000 to 23,000 births per month before the full-scale invasion.

In the electronic healthcare system (E-Health) for 2023, 176,981 births were recorded, and data on 178,128 newborns were entered into the system. In 2022, there were 190,393 births in Ukraine, with data on 192,691 newborns entered into E-Health. In 2021, there were 256,814 births recorded, with 259,895 newborns reported.

However, it is impossible to determine how many Ukrainian women gave birth abroad after the full-scale invasion.

"The electronic healthcare system operates only within the territory of Ukraine and is used only by Ukrainian doctors," noted the Ministry of Health.

In December 2023, the Ministry of Health (MOH) introduced funding for reproductive technologies for the first time. It is projected that the number of medical services under the program will amount to 30,400 cycles. "The expected number of newborn citizens of Ukraine after artificial insemination is approximately ten thousand per year," the Ministry of Health stated.

Six medical facilities in Kyiv and the region have already joined the Ministry of Health programme for funding reproductive technologies. Contracts with the National Health Service have been signed by the medical institutions "Nadiya," "Harmony of Beauty," "Dobrobut-Polyclinic," "Mirum," "Family Source," and "Neomed 2007" in Kyiv and the region.
