In the Odessa region, the preparation of a large-scale public investment project — the construction of the M-15 Odessa–Reni highway — has officially begun. However, the actual construction can only take place after the war ends.

This was reported by the Ministry for Communities and Territories Development.

The cooperation agreement officially launching the preparation of the major public investment project in southern Ukraine was signed by the Head of the Recovery Agency, Serhiy Sukhomlyn, the Head of the Recovery Service in Odessa region, Andriy Donchenko, and the Director of the PPP Agency, Niko Gachichiladze.

“The M-15 Odessa–Reni project is a priority for implementation and is included in the state’s Public Investment Programme for 2025. It involves a full reconstruction and new construction of over 300 kilometers of highway, which is part of the European route E87,” the statement reads.

“It is important to emphasize that although project preparation is now beginning, its implementation will only be possible after the war ends,” the ministry stressed.

The project is being developed within the framework of the World Bank’s PREPARE programme.
