Russian forces attacked port infrastructure in Mykolaiv in the morning, killing two Ukrainian citizens aboard a foreign vessel; investigation launched

The Mykolaiv Regional Prosecutor’s Office reported.

“Pre-trial proceedings have been launched into the commission of war crimes resulting in loss of life (Part 2 of Article 438 of the Criminal Code of Ukraine),” the statement said.

According to the investigation, on the morning of July 17, 2026, Russian forces attacked Mykolaiv’s port infrastructure using Shahed-238 strike unmanned aerial vehicles.

The attack damaged three civilian vessels flying foreign flags that were moored at port facilities in the city.

As a result of one of the strikes, two Ukrainian citizens who were aboard a foreign vessel were killed.

Prosecutors, together with investigators and other law enforcement officers, are documenting the consequences of another war crime committed by the Russian Federation.
