Slovak Prime Minister Robert Fico said that at the European Council meeting he will not support a reparations loan for Ukraine funded by frozen Russian assets, according to a letter he sent to António Costa, President of the European Council.

Fico wrote, “At the upcoming European Council, I will not support any solution that would finance Ukraine’s military expenditures.”

In his letter, the Slovak prime minister says he has “repeatedly expressed strong support” for all peace initiatives, mentioning recent peace efforts by U.S. President Donald Trump.

Fico argued that Slovakia’s difficult financial situation does not allow the country to join European Commission plans to “cover Ukraine’s military costs.” He also stated that the “policy of peace” he consistently defends prevents him from supporting measures that, in his view, prolong the conflict by allocating billions of euros to military spending.

He added that using frozen Russian assets could jeopardize U.S. peace efforts, which rely on them for Ukraine’s reconstruction.

Fico noted Slovakia’s humanitarian support for Ukraine, including joint government meetings, aid deliveries, and energy assistance, and stressed that nearly 200,000 Ukrainian refugees are in Slovakia.

He also reaffirmed that Slovakia “clearly supports” Ukraine’s accession to the European Union.
